Running a one-shot and I want to give these guys some cool magic. They're 4th level and according to Vanilla D&D they would normally get NOTHING. But I want these guys to feel special so I intend to give them some cool shit.
What I want to do is say;
You get one nice, permanent item.
You get two less-nice permanent items.
You get two minor consumable items.
Where 'a nice, permanent item' might be a +1 sword (with some cool ability I give it, I'm not above a +1 sword, +3 vs regenerating creatures) and a 'less nice, permanent item' might be a cloak of elvenkind.
But when I look at the DMG, it doesn't seem to break down that way. Really all I have to distinguish items is rarity. First of all, at 4th level, NONE of their shit should be 'rare' or better. That leaves Common and Uncommon.
But 'Common' items are very very few. There's like two potions I could find and 'generic scroll' or something.
Then a WHOLE LOT of items of wildly varying usefulness are packed into 'Uncommon.' Like, the aforementioned cloak of elvenkind is just as common as Boots of Flying. But flying is WAY more useful/powerful than advantage when hiding.
I think it's the fact that there are no prices. I know they didn't want people thinking you could buy and sell magic (although isn't the default settting FR and isn't that sort of the point of FR?) but that data was also useful for determining 'how powerful is this item, compared to other items in the same category?'
Has anyone met this problem? Any homebrew solutions out there? I found this site super useful for looking shit up.

In case you never got an answer, the Belt of Dwarvenkind does nothing for the Dwarven Thrower. The latter requires you to be a dwarf and the belt doesn’t change you to one if you aren’t a dwarf.
